In a deep sense of serving his community, Mr. Samuel Stephens started in 1935  to organize this park as a place of peaceful enjoyment for residents and visitors to the city of Toowoomba.  Today, the results of that early and later planning and the dedicated work of council gardeners can be seen - a perfect example of an individual's lasting influence on the character of the local environment and how that individual's actions have provided inspiration for successive generations to continue to develop a valuable community asset.
